本研究對合併後的台中市行政區區公所行政人員作問卷設計，探討合併後台中縣市行政人員使用電子公文的資訊、文化素養是否有落差，透過問卷調查結果驗證組織文化對於電子公文系統之影響也是本研究重點項目。本研究以DeLone and McLean(2003)的資訊系統成功模式與相關文獻探討之間的關係為基礎，發展研究架構來探討台中市行政區區公所電子公文系統之效能，進行問卷調查，將所獲資料數據，利用AMOS進行分析。研究結果可以讓日後各縣市政府與資訊公司對於系統改善與更新更趨完善與完整。本研究目的為探討台中市行政區區公所施行的電子公文系統:

1.哪些是影響使用者對電子公文的滿意度?
2.組織文化對推動公文電子化的影響為何?
3.城鄉差距對推動公文電子化的影響為何?
