針對我國之各機關及學校的年度用水資料，為能評估每個單位之節水成效與否，

針對我國之各機關及學校的年度用水資料，為能評估每個單位之節水成效與否，因此發展了一套「節水成效評估系統」來予以實現。該系統是對每一個單位之用水指標數據，進行同類型分類之比較，同時也計算年度序之用水指標是否有所改進。透過用水填報資料庫進行統計，統計數字採用李克特五級制量表予以轉化加總計算。評估系統區分成兩個面向，第一個面向是「同類型比較」，第二個面向是「自我型比較」，每一個面向有其所對應的評估指標。將每個單位的所有用水指標進行評分及加總之計算，可獲得該單位的總評分，再轉成百分制，方便閱讀及跨類型比較。本研究利用2008年至2012年之5個年度的全國性政府機關及學校用水填報資料庫，進行實證性的研究，同時發展一支程式來協助快速地完成計算及評估。
