行政院研考會為了提升行政效能，減少文書的數量，於民國76年開始規劃「公文處理現代化推動方案」，78年12月經行政院修改「公文程式條例」，確立了電子公文法源。82年1月立法三讀通過「公文程式條例」部分條文修正案，建立公文處理電子化法源基礎。同年4月及次年6月分別配合制度「機關公文傳真辦法」，及「機關公文電子交換辦法」，使得電子公文的實施準則確立，開啟傳統電子公文執行歷程。
