機關公文電子交換作業就是透過網際網路，以電子方式傳遞機關與機關之間的公文，其處理流程為(如圖一)：
(一).發文方將文書製作所產生的公文，轉換為「文書及檔案管理電腦化作業規
範」中所規定的XML 共同傳輸格式。
(二).再以前置處理作業將此格式予以安全認證處理，利用智慧卡設備及向政府
憑證管理中心申請的電子憑證，確認發文方身分後，將電子公文傳送出
去。
(三).經電子認證之電子公文透過網際網路傳送至收文方後，先利用收文方的電
子憑證確認傳送無誤，收文方前置處理作業即可解開電子公文並列印公文
循收文程序辦理。
(四).其後各機關亦可將XML公文格式轉入其內部公文管理作業系統中，公文電
子交換作業爰告一段落。
