本研究從文獻探討、架構、資料蒐集、研究方法上彙整。以下就本研究限制作詳述，後續研究亦可針對此研究無法克服的困難做進一步的分析與探討，以期望此一領域之研究能更佳完善。分別敘述如下:
1.本研究是以台中市區公所行政人員為研究對象，政府機關與企業界差異甚大，因此，如果相似的研究架構推論到私人或企業機制或是其他類型等組織架構上，在體制上的不同所分析出的結果也將會有所不同。因此，想對於此研究做後續發展研究的研究學者，可以針對研究對象的組織形態作為後續探討，並且審慎評估。
2.本研究之問卷共42題，所涵蓋的問項主要是針對公部門組織，因此，研究結果恐無法涵蓋企業單位與相關營利單位。
3.本研究由於人力以及資源上的限制，僅採用量化之研究方式，而無法進行長時間的縱貫研究。對於本研究的研究結果，只能作為現階段的瞭解。
