德懷術(Delphitechnique)問卷內容：本研究根據文獻探討和資料蒐集以及學者專家能力訪談後，分析歸納三大部份來編製德懷術問卷。第一部份數位學習專案工作者需求分析能力，共計56題項；第二部份為數位學習專案管理能力，共計31題項；第三部份數位內容製作能力，共計81題項。

First digital learning project worker needs analysis capacity of the Department, a total of 56 items; the second part for digital learning project management capacities, a total of 31 items; the third part of digital content creation capabilities, a total of 81 items.
