台中市政府為配合中央實施公文現代化，於八十六年即建置pipmail公文電子傳遞交換系統，惟當時除中央少數機關試辦外，皆未建置該傳遞交換系統。直至八十九年，中央積極推動機關間之電子公文傳遞，並訂定各縣市政府須於九十年底完成機關間電子公文傳遞交換，此時所推展之環境與本府原建置之系統有所差異，故另行規劃建置現行公文電子交換作業及公文線上簽核環境，並與暨有公文管理系統收發文作業整合，以達到公文業務全面電子化之目標。同時為因應網際網路作業資訊安全之不足，並規劃了網路認證機制提供在網路上達到資料傳送的隱密性、完整性、來源身分的確定性與不可否認性。
