在確定德懷術學者專家人選後，先向學者專家們說明本研究之目的、架構、實施流程與問卷時間及預期成效後，共有六學者及六位專家同意參與。本研究實施三次德懷術問卷調查，

共歷經約二個月，除第一次流失四份學者專家問卷、第二、三次回收率皆達到100%。

Results (English) 2:

In Delphi experts candidates are identified, first to the experts and scholars try to explain the purpose of this study, architecture and implementation of the application process and the questionnaire and the expected results, a total of six scholars and six experts agreed to participate. The implementation of three times of Delphi questionnaires.A total of 4 after about two months, in addition to the first flow four copies of questionnaires for experts, scholars lost three times second, recovery rate reached 100%.
