本研究把使用意願定義為認知績效，並參考Davis(1986)、Bhattacherjee(2001)等學者的研究成果，對於認知績效的部份定義為使用者在使用資訊系統時，使用者對資訊系統會有些期望及認知程度，當使用後發現如果與他們的想像有所出入的話，便會開始對於期望有所調整。Seddon( 1997)、Rai et al. (2002)的研究指出，使用者對系統有用性認知的程度，反映出系統提供的資訊其提升工作績效的程度。本研究為使用者使用電子公文系統之後是否能提高整體績效，將從「認知績效」的構面，來衡量行政人員對於電子公文系統中的認知績效
