公文是公務員處理事務的工具，而公文流程等同於政府機關辦事的流程，因此機關處理公文的品質，也代表機關的行政效率。「G2B2C電子公文交換」係行政院研究發展考核委員會，為配合推動六年國家重點發展計畫，依據「挑戰2008國家建設計畫」中「數位台灣e-Taiwan」計畫所規劃之國家旗艦級五年計畫。第1期(92/8~93/07)為建置期，主要進行公文G2B2C資訊服務中心及公文電子交換資訊統合環境建置，其中包含成立計畫辦公室、提供註冊及目錄服務機制、各種憑證驗證管理、開發XML-Box前置處理器及XML-Gateway閘道系統、網路監控機制及客服系統等。第2期(93/10~94/10)~第5期則為推廣及維運期，各級政府機關對公文電子交換系統亦倚賴日深，除持續推廣各級政府機關建置外，更進一步將觀念及做法推廣到企業與民眾，期能統合全國公文電子交換相關資訊，並提供加值應用。
